From high-profile endeavors to grassroots initiatives, Rachel L. Proctor moves with purpose—serving as a bridge between vision and execution, faith and strategy, community and leadership. Her journey began in the heart of a family business, where she first learned that success is built one faithful step at a time. It was in the rhythm of ministry and entrepreneurship that she cultivated the grit, grace, and generosity that now define her life’s work.
Rachel built her career on the foundation of legacy and service—leading as Administrator of the Neighborhood Christian Learning Center of Dallas Inc., a family-owned institution that has impacted generations of children and families for nearly 30 years. With a passion for wellness and community health, she expanded her reach by becoming a franchise owner of Salata Salad Kitchen, providing accessible, nutritious dining options in a region where food and wellness often felt at odds.
Rachel L. Proctor was elected as the 22nd Mayor of the City of DeSoto, TX in February 2021 in a Special Election—stepping into leadership at a time marked by a global pandemic and the devastation of Winter Storm Uri. In 2025, she made history again by winning one of the most competitive mayoral races in DeSoto’s history. In a crowded field of five candidates, she secured a decisive victory with over 54% of the vote—eliminating the need for a runoff and affirming the community’s confidence in her leadership.
Rachel's influence extends far beyond politics. She is also a sought-after speaker, ordained minister, and leadership development expert whose engaging, faith-rooted approach equips audiences with practical strategies for thriving in life, leadership, and business. She leads transformational workshops and coaches entrepreneurs, executives, and organizations on business development, leadership capacity building, and creating signature frameworks that drive growth and impact.
With a deep belief in the power of education to change lives, Rachel founded EMERGE Leadership Inc. (ELI)—an organization that has awarded nearly $25,000 in scholarships to help young women rise into their potential. Her impact has been celebrated widely, earning her recognition in the Dallas Business Journal's “Top 40 Under 40,” the University of Texas at Arlington’s Distinguished Alumni Award, the 2023 MAVS 100 Award for fastest-growing alumni-led businesses, the 2024 MLK Leadership Award from the Grand Prairie NAACP, and the 2023 COSIGN of the Year Award.
Today, Rachel is nurturing her latest endeavor—The Intentional Business Co.—a faith-based business education company devoted to equipping entrepreneurs and leaders to grow their impact, influence, and income from the inside out.
